Marked Privacy Areas in Retail Pharmacies Mandated by HIPPA

Is there supposed to be a marked area for privacy at pick up and drop off areas at a pharmacy so people waiting are not standing immediately behind a person at the counter?

Privacy areas at Wal-Mart #1973: Poorly Designed/No Privacy

Of all the Wal-Mart's I have visited our Wal-Mart #1973 is the most poorly designed for the pharmacy area. When I stand at either the pick up or consult areas people will come up immediately behind totally removing any privacy. NYS HIPPA laws I believe call for privacy. I hope this can be addressed somehow.
