Pharmacy Tech Misrepresents Herself - Which Regulations are Broken?

A co-worker (also a certified pharmacy technician) calls a doctor's office to get information on a patient. When she is asked what her name is she lies and tells them she is the patient's daughter. She was given the information she was looking for by misrepresenting herself as some one else and causing HIPAA violations for that office. What rules and/or regulations have been broken by doing this?
