Question About Dispensing and Billing For Short Cycle at a Homecare Pharmacy

The homecare pharmacy where I work just went to an automated system. In the past, we dispensed medications to our adult family homes as a 30 day supply. Now we are dispensing medications 14 day supply twice monthly. On the first of the month, we bill for 28 days but dispense days 1-14 then again days 14-28. Is this legal? How can we avoid double dispensing fees and copays?
